FLOWS launches 2025 Impact Report
“Safe, Respected and Free from Fear”: Minister Backs Innovative Legal Service for Women Experiencing Domestic Abuse
Our ground-breaking initiative providing urgent legal help to women experiencing domestic abuse, FLOWS, has just launched its new Impact Report. Read the FLOWS Impact Report 2025.
A partnership between RCJ Advice and Rights of Women, FLOWS combines digital innovation with trauma-informed advice. It enables women - often at their most vulnerable moment – to access lifesaving legal protections quickly, safely, and with dignity.
Alex Davies-Jones MP, Minister for Victims and Violence Against Women and Girls, who attended our event launching the impact report said:
“We should live in a society where women and girls are safe, respected and free from fear. That is why this Government is committed to halving violence against women and girls within a decade as part of our Plan for Change. Services like FLOWS are vital to achieving that ambition – breaking down barriers to justice and ensuring no survivor is left without protection. By combining digital innovation with human expertise, FLOWS is transforming access to justice and helping women take that crucial first step towards safety and freedom.”
What makes FLOWS distinctive is its collaborative model. The service brings together leading charities, frontline professionals and the wider legal profession – harnessing their collective expertise to ensure no woman is left without protection. In doing so, FLOWS has built a trusted national network that delivers both reach and impact.
Headline findings from the Impact Report reveal FLOWS’ extraordinary reach:
- Over 70,000 interactions with survivors experiencing domestic abuse through the RCJ Advice team
- More than 59,000 survivors received direct legal support
- 41,500+ protective applications completed using CourtNav, FLOWS’ digital case tool
- 345,000 people accessing FLOWS services nationwide.
The Impact Report shows that FLOWS is transforming access to justice for women experiencing domestic abuse.
Women who have used the service shared powerful testimonies. One said:
“Tough times never last. Your support gave us freedom. Please know what you’re doing is changing lives.”
FLOWS is a national model for innovation in access to justice — showing that when organisations across the voluntary, state and legal sectors come together, meaningful change is possible.
